The file tells you who is in the database. It does not tell you who belongs in this campaign, who should be excluded, what to offer, or which result is worth paying for.

The direct answer
A customer list becomes a useful advertising audience only after the business can explain why each group belongs, what should happen to it, and how the result will be judged.
A spreadsheet of email addresses or phone numbers can contain buyers, former buyers, recent purchasers, inactive customers, qualified prospects, unqualified contacts, employees, partners, duplicates, and people who should not receive another message. Uploading the whole file does not resolve those differences. It hides them.
That matters when a platform lets an advertiser include a list, exclude a list, or change a bid for people on a list. The same contact can be useful in one campaign and wasteful in another. A recent purchaser may belong in a replenishment campaign, but should be excluded from a new-customer campaign. A high-value repeat buyer may justify a different offer. A dead lead may deserve no spend at all.
The platform can match the file. The business still has to decide what the match means.
The marketing mistake is to confuse availability with strategy. The data exists, so the audience gets built. The audience exists, so the bid changes. The spend moves before anyone states which buyer condition the change is meant to influence.
The five decisions inside one list

Why platform controls do not solve it
OpenAI now documents all three choices for ChatGPT Ads custom audiences. An advertiser can limit a campaign to a selected audience, exclude a selected audience, or apply an ad-group bid multiplier. The controls are precise. The input can still be vague.
Inclusion says the campaign should reach only people who match the list. That can be useful for a qualified prospect group, a launch list, or a defined customer message. It can also starve delivery when the resulting matched audience is too small.
Exclusion says a person should not receive this campaign. That may protect recent purchasers from a new-customer offer, keep employees or partners out of acquisition reporting, or honor a suppression decision. An exclusion is not housekeeping. It changes who can see the ad and which revenue the campaign can claim.
A bid adjustment says one matched person may be worth more or less in a particular ad group. That decision needs a value hypothesis before the multiplier moves. A high-value customer segment is not automatically the right acquisition audience. A past buyer is not automatically a better prospect for every offer.

Connect ads to outcomesThe labels will differ by business. The discipline does not. Every list needs a defined use, owner, exclusion rule, and result.
The size trap
OpenAI says a ChatGPT Ads custom audience needs at least 25,000 matched users and recommends at least 100,000. The threshold creates an obvious operational limit for smaller businesses. It also creates a subtler temptation for larger ones: combine unlike groups simply to make the audience usable.
A file can clear the minimum while weakening the decision. Current customers, old leads, one-time buyers, repeat buyers, and newsletter subscribers may all share an identifier format. They do not share the same commercial condition.
Do not fill a weak segment with unrelated contacts to reach a platform floor. If the honest group is too small, the correct result may be to wait, use broader targeting with clean exclusions, choose another channel, or treat the list as a measurement and customer-understanding asset instead of a targeting asset.
