Why Google Ads leads are low quality.

A form fill or phone call is not automatically a qualified lead. Separate search intent, service and geography fit, offer match, response, qualification, and booked sales outcomes before buying more traffic.

Commercial decision

Decide which stage is creating the low-quality label.

Before changing bids or budget, define the exact stage where an inquiry stops. A lead can be wrong before the click, mismatched on the page, lost during response, rejected during qualification, or accepted but never moved through the sales process.

LayerQuestionStan Consulting service
Search intentDoes the query describe the service, customer, urgency, and buying situation the business can serve?Google Ads management
Page matchDoes the landing page confirm service, geography, minimum fit, proof, and the next action promised in the ad?Landing pages
ResponseWho owns the call or form, how quickly is it handled, and what happens after a missed connection?Call tracking and intake
Sales outcomeWhich inquiries became qualified opportunities, estimates, appointments, purchases, or booked work?Closed-loop ads management
The account cannot learn the difference between a weak form fill and a valuable customer unless the business defines and returns that difference.

Qualification record

Grade every inquiry with the same fields.

“Bad lead” is too vague to guide account changes. Give each inquiry a reason code that can be traced back to the query, campaign, ad, page, device, time, and response record.

Service fit

Record the requested service and whether the business provides it. Separate adjacent requests from completely unrelated inquiries.

Geography fit

Record the service location and compare it with the actual coverage and operating economics. Do not treat an entire metro as equally profitable.

Commercial fit

Record project size, urgency, customer type, minimums, financing needs, and whether the offer matches the buying situation.

Contact status

Record first response time, attempts, connection, missed-call recovery, and whether the submitted contact information worked.

Opportunity stage

Record qualified, appointment, inspection, estimate, proposal, purchase, booked job, cancellation, and refund stages that fit the business.

Reason code

Use a small stable list such as wrong service, wrong area, below minimum, unreachable, duplicate, spam, qualified, or lost after quote.

Closed-loop feedback

Return the revenue-close stages to the account.

Google's conversion measurement guidance allows businesses to choose valuable actions such as purchases, sign-ups, phone calls, and offline outcomes. It also distinguishes primary conversion actions used for bidding from secondary actions used for observation. Those settings need to match the business decision.

RecordWhat it answersDecision it supports
Search term and campaignWhich query and ad path created the inquiry?Negatives, match type, targeting, message, and budget allocation.
Lead qualificationWas the inquiry relevant, reachable, and commercially viable?Landing-page qualification, offer boundaries, and campaign intent.
Opportunity or booked stageDid sales accept the inquiry and move it toward revenue?Primary conversion design and offline or enhanced conversion setup.
Collected outcomeDid the work remain booked, purchased, or collected after cancellation and refund?Budget, bidding, audience, and customer-value decisions.
Keep raw lead count for operations. Use qualified and revenue-close stages for marketing decisions.

Account checklist

What to inspect before buying more traffic.

Query and targeting

Review actual search terms, locations, schedules, devices, networks, match types, audiences, and exclusions against qualification outcomes.

Page and intake

Confirm the ad promise, service and geography boundaries, call and form flow, response ownership, and missed-contact recovery.

Conversion settings

Document which actions are primary, secondary, imported, duplicated, or missing, then reconcile them with CRM and collected outcomes.

This decision rests on Quality Score.
